I am guessing he would probably win regardless of what people would say and what he has done as a government official. Whether you like it or not, there is just no one else as popular as him in the Philippines.

"Formally, I announce my candidacy for senator," he said during an address in his home province of Sarangani in the southern Philippines, which he represents in Congress.

  "My reason (for running) is because I want to impart and give people the help that they should receive," Pacquiao told his constituents. - Manny Pacquiao
